 پاکستان اور چائنہ کے خلاف امریکی خفیہ ایجنڈا 

یہ بات ڈھکی چھپی نہیں ہے کہ امریکا کی نظریں پاکستان پر ہمیشہ سے رہی ہے امریکا بھارت کے ساتھ مل کر ایشیا میں بھارت کو نا صرف ایک حیثیت دینا چاہتا ہے بلکہ اسے چین اور پاکستان کے مقابلے میں زیادہ مضبوط کرکے خطے کی حکمرانی انہیں سونپ دینا چاہتا ہے.

بھارت کو پاکستان اور چین کے مقابلے کے لیے کھڑا کرنے اور ان کی مقاصد کو پورا کرنے کا واحد مرکز افغانستان ہے جہاں سے بھارت کو افغانستان اور پاکستان دونوں کے خلاف لڑایا جاسکتا ہے.

ایشیا میں امریکا کی یہ  پالیسی دراصل " انڈو پیسیفک " پالیسی کا ایک حصہ ہے جس کا مقصد ایشیا میں اپنا اثر و رسوخ بڑھانا اور اپنے مقاصد کے حصول کے لیے دوسرے ممالک کو استعمال کرنا ہے. 

2018 کی امریکی پالیسی سے متعلق دو اہم دستاویزات نیشنل سکیورٹی سٹریٹجی (این-ایس-ایس) اور نیشنل ڈیفنس سٹریٹجی (این-ڈی-ایس) پہلے ہی جاری ہوچکی ہے ۔ امریکہ کی خارجہ پالیسی کی علاقائی ترجیحات  کے لحاظ سے این-ایس-ایس اور این-ڈی-ایس میں توجہ ”انڈو-پیسیفک“ پر مرکوز ہے۔

امریکا افغانستان سے اگر چہ ظاہری طور پر انخلا کررہا ہے تاہم سی آئی اے , بلیک واٹر اور ٹھیکیدار افغانستان میں موجود رہیں گے حالیہ ایک رپورٹ کے مطابق 18 ہزار امریکی ٹھیکیدار افغانستان میں موجود ہے جن میں زیادہ تر امریکی اور بھارتی ہے. سی آئی اے اور بلیک واٹر اس کے علاوہ ہے.

امریکی انٹلی جینس اور بھارت کے خفیہ ایجنسی را کے ایجنٹس خطے میں مل کر پاکستان اور چین کے خلاف سازشوں میں بنیادی کردار ادا کریں گے .

انڈو پیسیفک پالیسی کو مد نظر رکھتے ہوئے امریکا نے اس کے لیے بھارت کا اس بار خصوصی چناو کیا ہے..

پاکستان اور چین کے خلاف سازشوں کو سب سے پہلے افغانستان کی سرزمین پر اندرونی خلفشار اور فسادات ہونا ضروری ہے تاکہ سی آئی اے , بلیک واٹرز امریکی ایما پر چلنے والے ٹھیکیدار بھارتی خفیہ ایجنسی را اور این ڈی ایس مل کر ان امریکی مفادات کو پورا کرسکے جس میں پاکستان اور چین بنیادی ہدف ہے. 

جب سے امریکی انخلا شروع ہوچکا ہے اس کے ساتھ ہی اس پالیسی پر عمل درآمد بھی شروع ہوچکا ہے جس میں اولین ترجیح افغان حکومت کے اندر اختلافات پیدا کرنا شامل ہے. 

پچھلے تقریبا دو سالوں سے افغان حکومت کے 72 مختلف ممبر پارلیمنٹ اور صوبائی اسمبلیوں کے ممبران اور حکومتی حکام ایسے ہیں جنہوں نے کابل میں امریکی ایمبیسی اور سی آئی اے کے خفیہ مراکز کا دورہ اور وہاں امریکی انٹیلی جینس کے حکام کے ساتھ میٹنگز کئیے  ہیں۔ ان خفیہ دورہ کرنے والے  افغان حکام اور منسٹرز کی تمام تر تفصیلات ان کے تصاویر اور ریکارڈنگ سمیت امریکی انٹیلی جینس اور حکام کے پاس موجود ہے۔

تقریبا 21 افغان منسٹرز اور حکام کے ان میٹنگز کے تمام تر تفصیلات امریکی انٹیلی جینس اور حکام نے افغان خفیہ ایجنسی این ڈی ایس اور امر اللہ صالح کے حوالے کرچکے ہیں۔ 

 

افغانستان کے پارلیمنٹ ممبران اور دوسرے حکام نے یو ایس ایمبیسی اور سی آئی اے کو افغان نیشنل سیکیورٹی کے ہیڈ اور ایڈوائز کو ہٹانے کا خفیہ مطالبہ کرچکے ہیں امریکی حکام نے ان ممبران پارلیمنٹ کی تفصیلات لے کر اندرونی خلفشار کو ہوا دینے کے لیے این ڈی ایس کے حوالے کردئیے ہیں تاکہ این ڈی ایس اور حکومت میں آپسی اختلاف کو ہوا دے کر اپنے مقاصد کا حصول کرسکے.

نومبر 2020 میں امراللہ صالح ، سی آئی اے کے آفیسرز اور این ڈی ایس میں ایک خفیہ میٹنگ ہوئی جس میں ان خفیہ دورہ کرنے والوں کے بارے میں لائحہ عمل بنانے پر غور کیا گیا۔

امریکی انٹیلی جینس اور امریکی حکام کا افغان منسٹرز کی دوروں کی تفصیلات افغان خفیہ ایجنسی این ڈی ایس اور امراللہ صالح کے حوالے کرنے کا سلسلہ اب تک جاری ہے۔

ان خفیہ میٹنگ کے ریکارڈنگ اور تصاویر کے ذریعے سی آئی اے اور کچھ دوسرے لابی ان منسٹرز اور حکام کو بلیک میل کررہی ہیں۔۔۔

بنیادی طور پر امریکا یہاں ڈبل گیم کھیل کھیل رہا ہے ایک طرف وہ افغانستان سے انخلا کررہا ہے اور دوسری طرف خود افغان حکومت میں چند افراد کے ذریعے دراڑیں ڈالنے کی کوشش میں ہے جو کہ افغانستان کے لیے انتہائی مہلک ہے۔

جس کا بنیادی مقصد افغانستان میں خانہ جنگی اور اس سے فائدہ اٹھا کر خصوصا پاکستان اور چائنہ کو ٹارگٹ کرنا ہے.

افغان حکام اور افغانستان کے سرزمین کے محافظین کو اس سلسلے میں کردار ادا کرنا چاہیے کہ امریکا دو طرفہ گیم کھیل کرکے افغان گورنمنٹ کو ختم کرنے اور اندرونی خلفشار کو ہوا دینا چاہتا ہے جس کی روک تھام کے لیے بروقت کردار ادا کرنا انتہائی ضروری ہے...
